The Washington County Board of Commissioners met Tuesday, October 13.  Bill Dorrenbacher opened with a reading and a prayer, followed by the “Pledge of Allegiance”.   Chairman Tony Wells called the meeting to order at 8:05 a.m.

Administrative assistant Denise Chavez gave the planning and zoning report.  Building permit 20-30 for Terry and Marlene Kuntz to put up a 40’x48′ storage building on their property was approved.

Dusty Johnson, representative for Congressman Ken Buck, talked about his work and some of the legislative action he has done.  Buck has released a report that details solutions to rein in Big Tech’s anticompetitive behavior.  He also called for an investigation into Colorado Secretary of State’s mailing voter registration cards to non-citizens and deceased individuals.  Congressmen Buck and Rick Allen (R-Ga) have introduced The Saving American History Act which would prohibit federal funds from being used to teach the New York Times’ historically inaccurate 1619 Project in schools or school districts.

Buck called for an investigation into ‘exploitation of children’ in a letter to the Department of Justice regarding a Netflix film “Cuties”.  Finally, Buck led a group of 50 in sending a letter to Attorney General William Barr urging the Department of Justice to investigate individuals and groups responsible for funding, organizing, inciting and participating in the destructive riots that have occurred across the country.

Emergency Manager Bryant McCall said that as of October 8 there were 10 new cases of COVID-19 and 12 were active.  He expected that number to change, as a new report was issued the same day.

Nursing Home Administrator Brenda Rhea presented a plan for hazard pay for the employees.  Rhea said right now she has openings for a nurse and two CNAs.  She has been applying for grants and has received some of the COVID-19 funds.  Those funds have to be spent or must be returned once the pandemic is over.  The commissioners felt the plan was good and approved it.

County Administrator Misty Peterson started her report.  County Clerk Annie Kuntz talked to the board about a $394,000 grant for an electronic technology board to update their records.  There is also a two year maintenance contract with the application.  Kuntz was asking for the board to approve the chairman to sign a letter for the grant and this was approved.  The board also approved the chairman to sign a letter for the two year maintenance contract,

A capital purchase was approved for Kraich Restoration LLC to replace three windows at the Dental Clinic for $3,550.  The board then approved a second capital purchase for Kraich Restoration LLC to replace three more windows in the health department side for $3,750, which will be done at a later time.  The dentist needs the windows to be able to open and none of the windows now open.  The purchase was for three windows to be done in 2020.  The windows in the clinic could be paid for out of funds they have received for COVID-19 expenses, as they need to be replaced for ventilation.

A letter has been received by the commissioners for the Colorado Oil and Gas Commission, which is against the Commission’s rule that all producers have to put netting and fencing up around pits to prevent birds and other animals from entering the well sites.  The board approved the letter be sent and signed by the commissioners and then mailed.

Commissioner Wells reported the CCI has designated eight priorities for some of the bills in the legislature.  Some of these priorities included removing city publication requirements, changes to children’s code and differential responses for adult protective services.

The board then went into executive session to consider personal matters for performance evaluation for Grant Smith, Department of Human Services Director, and Jason Lockard, District 2 Road and Bridge Supervisor.
